Le projet a été adopté le 20 mai 2025 avec 124 votes pour et 11 abstentions sur les 194 pays membres de l'OMS.
Le projet est clair : imposer une gouvernance mondiale totalitaire en prenant comme prétexte le "risque pandémique", quitte à créer de fausses pandémies de toutes pièces, comme lors de l'épisode Covid.

Une manifestation a eu lieu place des Nations à Genève à l'initiative du Mouvement fédératif romand, avec un bouquet d'orateurs pour dénoncer les différentes facettes de ce projet scélérat.
