It became clear in the video: THEY WERE PARTISANS - reported to have murdered upwards of 500,000 Germans (about which they brag and are touted as 'heroes'), generating the need for the advance (Wehrmacht) protection team of the EINSATZGRUPPEN. It was understood by all the partisans were then subject to instant execution, permissible in the GENEVA and HAGUE CONVENTIONS.
