German budget crisis: Spending freeze imposed on all ministries

Germany is grappling with a financial crisis after the Supreme Court struck down climate change funding, leaving a multi-billion-dollar hole in the budget.
The Finance Minister has declared a state of emergency to allow him to borrow enough money to make up the shortfall.
